The Office of the Commissioner for Body Corporate and Community Management (BCCM) provides a range of information and services to those who live, invest or work in bodies corporate in Queensland.
We are committed to giving body corporate members, committees, and industry groups information and tools to help them better understand body corporate legislation, and to avoid and resolve disputes.

My office has a really long title so get ready … The Office of the Commissioner for Body Corporate and Community Management. Or BCCM for short.
If you live, invest or work in bodies corporate, we’re your go-to source of information.
We provide information on a number of body corporate legislations. These include the Body Corporate and Community Management Act and associated regulations, and the Building Units and Group Titles Act and Specified Acts.
It helps us if you know which legislation applies to you before you make an enquiry. If you don’t know, you can find out by asking Titles Queensland.
We want to get the right information into the right hands at the right time by providing a range of information across all sorts of areas, such as by-law enforcement and maintenance responsibilities in bodies corporate.
Depending on what legislation applies to you, we can provide conciliation, adjudication or an order of a referee to resolve your dispute. It’s a valuable role to help you find common ground with your neighbours.
But it’s important to note we cannot provide legal advice, or do things like review documents or advocate for one party over another.
We also cannot provide information or advice on other matters such as building codes or property industry regulations. Other bodies look after these areas.

Our Information and Community Education Unit
We provide information to the community about body corporate legislation.
We can help you to understand your rights and obligations under the Body Corporate and Community Management Act 1997 (BCCM Act) and the Building Units and Group Titles Act 1980 (BUGT Act).
We can also give you information about the administration and financial management of bodies corporate under these Acts:
- Integrated Resort Development Act 1987 (IRD Act)
- Mixed Use Development Act 1993 (MUD Act)
- Sanctuary Cove Resort Act 1985 (SCR Act)
Unless you have a current dispute resolution application lodged with us, your query will be referred to the Information and Community Education Unit.
We provide:

- responses to telephone and online enquiries for general information
- forms for bodies corporate to use
- a search facility to access adjudicator's orders that affect particular bodies corporate
- regular e-newsletters including
- Common Ground for community titles schemes
- BUGTA Buzz for developments under BUGTA or a specified Act
- an online training course.

Where we can’t help you
We cannot provide legal advice, directions or rulings. Nor can we help you with other laws.
We can’t give you information about:
- your own body corporate
- workplace health and safety
- fire safety
- tax laws (e.g. GST requirements)
- building codes and standards
- property industry regulation (real estate licensing)
- fraud, defamation, and so on (you may need to get legal advice or do your own legal research about these matters).
Our dispute resolution services
We help parties resolve:
- BCCM Act disputes through conciliation or adjudication
- BUGT Act disputes through referee applications.
You should read the practice directions issued by the Commissioner before starting BCCM Act dispute resolution, because they explain different aspects of the process. You should read the referee guides before applying for an order of a referee.

By-law contravention forms
We provide forms to help enforce body corporate by-laws. These forms can be used by:
- individuals
- to notify the body corporate of a by-law breach
- to notify an individual of a by-law breach (in a Two-lot Scheme only)
- bodies corporate
Dispute resolution forms
We provide forms and guides to help you with:

Record keeping and bank account forms
We provide forms to assist with records management, which can help:

Meeting forms
To aid in planning meetings, we provide forms to:
- notify individuals of an upcoming general meeting
- appoint a proxy for a committee meeting or general meeting
- accompany the voting paper when voting to
Animal approval forms
To help with getting approval for animals under the by-laws, we provide forms to:
- request to keep or bring an animal on scheme land
- give notice of body corporate response to a request to keep or bring an animal on scheme land.
Sale of lots
An owner who is selling their lot must purchase a body corporate certificate (form 33) (or form 34 for a Specified Two-lot Scheme) from the body corporate to provide to the buyer.

Titles Queensland notification forms
The BUGT Act has specific forms for notifying Titles Queensland of changes. You can contact Titles Queensland about other forms and fees they also require.
These forms notify Titles Queensland of:
- change of by-laws (form 12)
- special rights over common property (form 13)
- change of address (form 14).

Sale of lots
An owner who is selling their lot must purchase a body corporate certificate (form 18) from the body corporate to provide to the buyer. For more information see:
The original owner must provide a section 49 statement (form 16) (or disclosure statement) when selling a proposed lot. See section 49 of the BUGT Act for more information.
Search of orders
A person can carry out a search of orders (form 17) or an online search of orders to find out if a body corporate has:
- a current referee application with this office
- any referee orders made in the last 6 years.
